Why Boise, ID can behave differently from the regional map
Boise’s elevation is much lower than many nearby mountain recreation areas. A storm that produces rain or wet snow in the valley can still deliver substantial mountain snow. That makes a single Boise-area “snow forecast” misleading unless elevation is explicit.
Valley snow and mountain snow should be treated separately
A warmer seasonal background raises valley snow levels and can reduce the duration of snow cover. Mountain snowpack depends on both storm frequency and freezing level, so the same broad pattern can be unfavorable in town but acceptable at higher elevations.
